Samara Distribution Grids, a branch of IDGC of Volga, PJSC (a member of Rosseti Group of Companies) makes active efforts to recover its electric transmission-related debts. At the moment, the total debt amount exceeds 1 billion rubles. Samara power engineers implement a package of measures to improve payment discipline. Extensive efforts are being made by a special interagency task group established under the Ministry of Energy and Public Utilities of the Samara region to analyze indebtedness related to consumed fuel and energy resources. Power sector specialists, representatives of the regional government and the Ministry of Energy and Public Utilities and retail electricity companies and end consumers deal with settlement issues and if necessary take corrective measures to reduce the amount of debt receivable. Besides, power sector specialists are actively engaged in claim-related activities to file debt collection lawsuits. About 300 claims for debt recovery in civil enforcement proceedings were filed with courts of the Samara region. In some cases, awards were made to recover principal debt amounts and penalty charges related to transmission services by enforcement. In most cases, claims were filed against territorial distribution companies: Solli-Energo, OOO; PK Avtokomponent Syzran, OAO and Network Company, OAO. “Activities on debt collection are under special control. Reliable power supply for the entire Samara region directly depends on debt repayment. Negligence of duties and obligations demonstrated by small TDCs undermines financial stability of the regional power sector. And reliable power supply for our customers is the task of special social importance,” notes Konstantin Sanayev, Deputy Director General of IDGC of Volga, PJSC and Director of Samara Distribution Grids.
