On February 21, 2013, Market Council, NP took decision on divesting Kolenergosbyt, JSC of the guaranteeing electric energy supplier. Since March 1, 2013, the functions of the guaranteeing electric energy supplier within the territory of the Murmansk Region have been transferred to the largest grid company regionally - IDGC of the north-West, JSC (Kolenergo branch). On February 21, 2013, Market Council, NP took decision on divesting Kolenergosbyt, JSC of the guaranteeing electric energy supplier. That was due to the retail company’s indebtedness for electric energy to wholesale market suppliers. By order of the Ministry of Energy of the Russian Federation, the guaranteeing supplier functions within the Murmansk Region were transferred to IDGC of the North-West, JSC. “Pursuant to the legislation, the guaranteeing supplier functions are being transferred to the grid company for a year’s term, until a tender for the guaranteeing supplier status is arranged. During this period, we will be obliged to assume servicing of the consumers Kolenergosbyt was previously in charge of,” said General Director of IDGC of the North-West Sergey Titov. “The conditions and cost of electric energy supply contract will remain unchanged throughout the functions transfer period,” he emphasized. The guaranteeing supplier functions transfer will enable payment discipline improvement in the wholesale and retail electric energy market for such discipline to be transparent for all the market participants. “The changes shall not affect reliability of consumer power supply in the Murmansk Region,” stated Sergey Titov.
