JSC "ROSSETI" will continue projects for development of charging infrastructure for electric transport

Manufacturers of electric vehicles and charging infrastructure will continue to develop the market in accordance with the stated plans in 2015 and in subsequent years. It was announced at the enlarged meeting of the Subcommittee on Vehicles Strategic Innovation of Russian CCI, which was attended by representatives of JSC "ROSSETI", Department of Transportation and Development of Road and Transport Infrastructure of Moscow City, Department for Fuel and Energy Sector, as well as automakers: AvtoVAZ, Mitsubishi, Nissan, Mercedes-Benz, Renault, Volvo.

The First Deputy Director General for Technical Policy of JSC "ROSSETI" - Roman Berdnikov, which also participated in the event, confirmed the company's commitment to continue the implementation of the project in terms of necessary charging infrastructure development.

Roman Berdnikov noted that JSC "ROSSETI" will continue to implement the national programme for the development of charging infrastructure, and confirmed plans to install 100 new charging stations in Moscow, the first of which had already been installed in Skolkovo.

He also confirmed plans to replicate this experience in a number of Russian regions in 2015. For example, in St-Petersburg there have been already installed the first two charging stations for electric vehicles, and by the end of 2015 their number will increase to 18. At the moment, the documentation necessary for the creation of a network of charging stations in Krasnodar region is being executed.

Electric cars are one of the most eco-friendly means of personal transportation. That is why the development of this area is particularly important for the Moscow authorities. The Deputy Head of the Department of Transport in Moscow - Dmitry Pronin - said that in 2015 about 250 stations under a single brand of the Government of Moscow ("Moscow Transport) would appear in Moscow, 100 of which would be installed by JSC "ROSSETI". Also during 2015, electric charging stations installed during 2012-2014 in Moscow by a subsidiary of JSC "ROSSETI" - Moscow United Electric Grid, JSC - will be integrated into Electric Transport Network, and thus the total number of charging stations in Moscow by the end of 2015 will reach 250 -280 stations.

Among other measures to create conditions for the development of electric transport in Moscow, Dmitry Pronin outlined the following: considering the marking with special signs of locations of charging stations and parking for environmentally friendly transport, as well as the possibility of introduction of fines for parking of vehicles with internal combustion engine in places intended for electric vehicles parking. For this, the work on introduction of amendments to the Administrative Code of the Russian Federation, regarding the introduction of responsibility for parking cars on lots, designed for electric vehicles, is being performed.

Also, the Department of Transport, together with the Traffic Police of Moscow City, considers the possibility to introduce amendments to registered vehicles recording system.

Car manufacturers, which attended the meeting, said that they did not expect a significant increase in sales of electric vehicles next year, but they intended to continue strategic investments to the development of this sector in Russia, as there were no doubts that the Russian market would be the largest market in Europe, and electric cars would take a rightful place there. It was also noted that in the current economic situation it was non-monetary measures of state support from the Government of Moscow to electric vehicles and plug-in hybrid electric vehicles (in future) - the expansion of parking spaces for electric cars, free parking and permission to drive on lanes for public transport - that could increase the number of electric vehicles in Moscow.

"On behalf of the company, which is successfully developing a market electric vehicles in Russia over the past three years, I can confidently say that, despite the changing economic realities, our long-term plans for the introduction to the Russian market of electric vehicles remain the same - in the coming year we will continue to sell electric cars in Russia: Mitsubishi i-MiEV and PHEV," said Andrei Pankov, the Chairman of the Subcommittee on Strategic Innovation of Russian CCI, the CEO of MMC-Rus. - Today, all the actions of electric vehicles manufacturers, charging infrastructures manufacturers and the authorities should be directed to maintain the ongoing dynamics of this market. After duties zeroing and adoption of a comprehensive plan for the development of electric vehicles, it's time for active work to create the favourable conditions for the development of this market at the regional level, and this year we are planning to actively participate in all the programmes of the Moscow Government and to promote their initiatives in every possible way."

JSC "ROSSETI" and Mitsubishi Motors Corporation Russia signed an agreement on cooperation in the field of development of charging infrastructure for electric vehicles in Russia at St-Petersburg Economic Forum in 2013. The document, among others, provides for joint work on preparation of proposals and legislative initiatives to create favourable conditions for the development of charging infrastructure, technical standards and regulations, the cooperation in creation of the ideology for organization and implementation of research, design and technological developments and their early introduction to production.
