IDGC Holding: cost analysis system for electric grid facility construction and rehabilitation to be reformed

IDGC Holding hosted a meeting addressing pricing issues related to investment and capital construction. The meeting participants included competent representatives of the business subdivisions of the IDGC Holding subsidiaries and dependent companies (SDC), as well as officers of the Federal Center for Pricing.
Discussed for the first time, this agenda was aimed at solving a relevant issue of developing a procedure for forming and approving new consolidated cost indicators, whose adoption will make it possible to obtain maximally accurate estimates for investment required to build and rehabilitate electric grid facilities and determine marginal cost of lots for design and exploration work.
According to IDGC Holding Deputy Director General Aleksey Sannikov, the current Standards do not meet the cost analysis requirements, as they are highly overestimated and lack some cost indicators (dismantling, construction of 0.4- kV OTL, etc.). In addition, the existing Standards specify neither electric equipment models or types, nor wire and cable models or sections.

In Mr. Sannikov’s opinion, it is necessary to develop a new uniform collection of consolidated cost indicators for construction (rehabilitation) of substations and power transmission lines, obtain approval for this document at the governmental level, and make relevant amendments in the Federal Register of Estimate Standards.
The new collection should contain a detailed element base excluding some multiplying ratios, specifically for new equipment whose status changed from “new imported” to “standard.”
The meeting decided that it was necessary to amend estimate standards for electric device commissioning.
It was decided to form a working group comprising IDGC representatives to formulate requirements for the new document (or adopt as a basis one of SDC methods), select an institution that can adequately develop (refine) the document, and make further endorsement and approval arrangements. The first results of the working group activity will be summarized by IDGC Holding in May 2010.
The meeting participants also included Viktor Sedov, deputy head of the Federal Center for Pricing, who spoke about the planned phases for adopting the sectoral pricing system and the necessity for creating a uniform cost information storage based on an electronic document management system.
Mr. Sedov also expressed confidence that the Federal Center for Pricing would help IDGC Holding and its subsidiaries and dependent companies with determining the procedure for solving relevant issues and provide further assistance in obtaining approvals for the document under development at the federal level.
According to IDGC Holding Director General Nikolay Shvets, “this innovation will make it possible to determine construction cost for electric grid facilities taking into account actual cost elements, ensure economic planning accuracy for electric facilities, and identify most cost-efficient construction technologies on the base of existing facilities.”
