IDGC Holding contributes to implementation of national project ‘Affordable and Comfortable Housing for Russian Citizens’

Lipetsk has seen an official opening ceremony for 110/10-kV Universitetskaya Substation. IDGC of the Center’s large investment project, satisfying the latest technical development level in the field of innovative construction of power facilities, was completed under the agreement for participation of IDGC of the Center (Lipetskenergo) in the pilot project for implementing a RAB-based tariff regulation system in power distribution networks. The investment project cost about 300 million rubles.

The substation opening ceremony was attended by Head of the Lipetsk Region Administration Oleg Korolyov, Director General of IDGC Holding Nikolay Shvets, Director General of IDGC of the Center Yevgeny Makarov, Deputy Director General and Director of Lipetskenergo (a subsidiary of IDGC of the Center) Aleksandr Konanykhin, Bishop of Lipetsk and Yelets Nikon, and representatives of the Lipetsk city and region administrations, energy companies, and the contractor.

In the opening speech, Head of the Lipetsk Region Administration Oleg Korolyov said, “The launch of this modern substation is important for the entire Lipetsk Region. The new substation will make it technically possible to develop the infrastructure of the Lipetsk Region’s urban districts Eletsky and Universitetsky, whose construction is underway under the national project “Affordable and Comfortable Housing for Russian Citizens,” and supply electricity to about 36 thousand future residents of these districts.”

The new power supply center was built on a vacant site located in the Sovetsky District of Lipetsk. The substation equipment was made primarily by domestic manufacturers and also by leading international companies: Samara Elektroshchit (Samara), Tavrida Electric (Russia), Radius Avtomatika (Zelenograd), ABB (Switzerland-Russia), Tolyatti Transformer (Tolyatti), Siemens (Eurocontract, Balashikha), Schneider Elektrik (Germany), etc. The equipment meets international standards. The General Contractor was ServisStroyTsentr (Lipetsk). The substation was built by Voronezhenergoproekt (Voronezh), Energostroy, and Regionstroy (Lipetsk).

Director General of IDGC Holding Nikolay Shvets said, “The Lipetsk Region now has a new power facility with modern domestic electric equipment. This is the result of the fruitful efforts made by the Lipetsk Region Administration and IDGC of the Center, whose decisions provided conditions for business development. The power sector should contribute to the economic development for some years ahead. The economic environment, unfortunately, impedes this process. Hopefully, other regions will follow suit and transfer to RAB regulation, as the results achieved in the Lipetsk Region inspire hopes that investments will be attracted to the electricity sector. I’m sure that we can depend on this substation for reliable operation.”

The equipment of Universitetskaya Substation comprises two 40-MVA power transformers, 110-kV SF6 switches, 10-kV BB/TEL vacuum switches, motored disconnectors, and galvanized steel portals. The relay protection and automatic equipment is based on Micom and Sirius microprocessor units, making it possible to keep track of the process system’s performance on a real-time basis. The automated electricity metering system keeps track of consumed electricity and takes meter readings on a remote basis. The equipment operation costs are minimal and the substation does not require any continual control or presence on the part of operating personnel.

“It always gives me a great pleasure to visit the Lipetsk Region, as all issues are addressed here in an expeditious manner owing to our well coordinated cooperation with the local authorities. It’s been a long time since any new facilities were commissioned in the region. I’m happy that we’ve managed to break that pattern. We’ve completed the construction of Universitetskaya Substation, rehabilitated the substations Sselki and Manezhnaya, and created conditions for further successful development of the city and region. It is all the more satisfactory that we’ve done this before our professional holiday. This is a nice present for Lipetsk residents and for all power industry workers,” said Director General of IDGC of the Center Yevgeny Makarov.

Aleksandr Konanykhin emphasized that the successful construction of Universitetskaya Substation was due to RAB regulation operating in the Lipetsk Region from January 1, 2009. The new modern power facility enhanced power supply reliability for the city and region. The Universitetskaya Substation will provide an additional capacity of 80 MVA, which will ensure uninterrupted power supply to new urban districts, schools and kindergartens, sports and medical centers, hospitals, business centers, stores, and restaurants.

The construction and commissioning of Universitetskaya Substation demonstrate IDGC of the Center’s innovative approach to the development and modernization of the existing transmission facilities in the electric power sector.
