Mobile TeleSystems receive a license for Samara region

Moscow, Russian Federation - March 3, 2003 - Mobile TeleSystems OJSC ("MTS" - NYSE: MBT), the largest mobile cellular operator in Russia and Central and Eastern Europe today announces that it has received a license issued by the Ministry of Communications to provide GSM 900/1800 cellular services in the Samara region.

License ?24791 issued by the Ministry of Communications of the Russian Federation to provide GSM 900/1800 cellular communications in the Samara region is valid until 30 December 2012.

The license for the Samara region is a significant extension of MTS' license portfolio in the strategically important Volga Federal macro-region. The population under MTS' license coverage area in Russia has increased to 106.4 million, which is 74.3% of the country's overall population.

Currently, the regions' population is 3.3 million, of which 2.6 live in the urban areas. Mobile penetration stands at approximately 19%.
