Primorsky region governor Sergey Darkin presented Primorsky region social and economic development strategy for 2004 to 2010 in Administration conference hall dated December 09, 2003. Primorye Legislative Assembly deputies, federal authorities representatives, municipal formations heads, public and business organizations participated in the strategy discussion. Petr Baklanov, academician, director of Pacific Institute of Geography, Far Eastern Branch of Russian Academy of Sciences, Igor Zabolotny, OJSC FETEC Director General and Gennady Lazarev, VSUES president made speeches.

Igor Zabolotny noted that OJSC FETEC Board of Directors had approved the company development strategy till 2010. One of the main purposes is increasing living standards of Primorsky region and Far eastern people. This is common for FETEC strategy and Primorye social and economic development strategy for 2004 to 2010 developed by Primorsky region Administration and well-known Far Eastern scientists.

As of the end of the ninth month of 2003 929 013 individuals and 179 050 companies are our subscribers including 325 581 individuals and 62 040 companies in Primorye.

Telephone density in Primorye as of the beginning of the year made up 18,86 telephone sets per 100 individuals and as of October 01, 2003 this ratio increased up to 19,62. For comparison average telephone density in Russian interregional telecommunication companies is equal to 18,83 telephone sets per 100 individuals.

Today we provide the whole range of modern telecommunication services and support such socially significant but unprofitable lines as village telecommunication and radio broadcasting. Only for a nine month period of 2003 loss on these lines made up 169 million 180 thousand rubles.

OJSC FETEC is a model and one of major regional taxpayers. Only in 2003 1 billion 404 million rubles was paid to all level budgets and 66 million rubles was paid to Primorye budget.

Today our business is characterized by successful development and we understand that company has an enormous social load. OJSC FETEC fulfills its task in a worthy manner i.e. treats with respect unprotected levels of population and actively develops new technologies.

We regularly update and develop telecommunication networks and plan to reduce telephone installation turn.

Results expected as of the end of 2003 evidence that we manage to fulfill the set tasks. 240075 numbers should be introduced in the Far East in 2003 including 163821 of Urban Telephone Exchange, 15224 numbers of Village Telephone Exchange and 60000 numbers of cellular communication.

In particular Primorye shows introduction of 14 886 numbers in excess of the plan as we planed to introduce 55538 numbers and will introduce 68424 numbers. They include planed 50056 numbers of Urban Telephone Exchange and 3482 numbers of Village Telephone Exchange. Growth will make up 54088 numbers.

According to Igor Zabolotny OJSC FETEC as one of the biggest companies is attractive object for investments. It will undoubtedly influence increasing living standards of Primorsky region and Far East as a whole.
