The agenda included several urgent questions. The improvement of power supply reliability of socially significant facilities in Chuvash Republic was one of the questions under discussion. Dmitry Genadyevich Ivanov, Deputy Director General of “IDGC of Volga”, JSC – Director of the branch “Chuvashenergo”, delivered the detailed report on this topic. He said that a great job was done to improve reliability of socially significant facilities. In particular, following the decision of the Headquarter of power supply security in Chuvash Republic (minutes No.1 dd. August 18, 2008) the branch of “IDGC of Volga”, JSC – “Chuvashenergo” together with the regional administrations, representatives of socially important facilities and power electric energy consumers (categories I and II) held the meetings where they discussed the preparation for the autumn – winter period of 2008-2009. Great attention was paid to availability of reserve power sources and compliance of the consumers’ wiring with the categories. Main regional administrations activity and ways of solution of the existed problems were defined at the meeting. Especially the branch of “IDGC of Volga”, JSC – “Chuvashenergo” controls the condition of the equipment which feeds the consumers of socially important facilities Examination of this equipment before the autumn-winter period is made by the engineers of the production departments and executive body of “Chuvashenergo”. The measures devoted to repair of failures before the beginning of the autumn-winter period are formed on the basis of the examination data. According to the head of the branch of “Chuvashenergo” this work should be done before the autumn-winter period of 2009-2010. First of all the commission should check reliability of the objects of I and II categories and compliance of the boiling rooms situated in the administrative districts with the power supply wiring and the current reliability category of the collectors’ power supply required for this object in compliance with the Regulations for Design and Construction of the Electrical Installations. Besides, it is necessary to check availability and state of health of total energy systems and wiring of standby power supply, assess the technical condition of power supply diagram of the objects, qualification level of the operating personnel and to consider the management of coordination of the personnel who service the objects with the network organizations and regional EMERCOM in case of power supply interruption of the object. As the result, the participants of the meeting took into consideration the information given by the Deputy Director General of “IDGC of Volga”, JSC – Director of the branch of “Chuvashenergo” and recommended to the Directorate of Rostekhnadzor for Chuvash Republic together with the branch of “IDGC of Volga”, JSC – “Chuvashenergo” and the administrations of the regions and cities of Chuvash Republic to check the boiling rooms until September 20, 2009 by the commissions. Besides, the administrations of the cities and regions of Chuvash Republic were charged with development of the plans of measures devoted to bringing in correspondents of the boiling rooms’ wiring with the requirements of the normative and technical documents, submission of the plans of measures to approval of the production departments of the branch of “IDGC of Volga”, JSC – “Chuvashenergo” and preparation the report on fulfillment of the plan of measures to the next meeting of the Headquarter. Besides, the administrations of Alikovsky, Krasnoarmeysky, Marposadsky, Tsivilsky and Yantikovsky districts should specify the diesel engine power plants in the wiring of power supply of the districts. Apart from the improvement of reliability of power supply of the socially significant facilities the questions of preparedness of the city of Shumerl to the autumn-winter period of 2009-2010 in the part of uninterrupted power supply of the city, reliability of power supply of the rail transport facilities of Chuvash Republic were covered at the meeting of the Headquarter. Problems of energy saving were also discussed at the meeting.
