Andrey Mayorov presented a new target model of operational and technological management of the Rosseti Group, created as part of the digital transformation concept of the company, at the IX All-Russian Meeting of Chief Power Engineers organized by the Ministry of Energy of Russia.
“The need to develop new approaches to operational and technological and situational management creates a number of challenges faced by the power grid complex. They include improving the reliability and efficiency of power facilities, optimization of business processes and functions and responsibilities distribution among the structural levels of the system at the holding’s subsidiaries, and implementation of remote control of substation equipment and devices”, said Andrey Mayorov.
According to the Chief Engineer of the power grid holding, earlier this year Rosseti approved standards for digital network and already in 2019 the company will update the unified technical policy as part of the project.
The key component of the new model is a phased transition from the current three-tier to a single-tier system. This will reduce redundant management, increase transparency, unify the structure of operational and technological management, and ensure the use of operational personnel with maximum efficiency.
Andrey Mayorov noted that new technologies will help to reduce the average duration of power supply interruption in customer networks of 6 kV and higher because of technological failures on average from 2.5 to 1 hour.
Importantly, the introduction of new approaches will result in the increase in the observing level of the company's supply centers. By the end of 2019 all Rosseti substations of 35 kV and higher will meet the minimum requirements for observing. The Chief Engineer of Rosseti stressed that the digital transformation project will be carried out on the basis of its own data control and collection system (SCADA) which is planned to be developed and implemented by the end of 2021. It will use only domestic equipment.
Andrey Mayorov also recalled that, according to the company's calculations based on the results of pilot projects on the introduction of digital equipment and technologies, due to the implementation of the digital transformation concept capital expenditures on the network infrastructure construction and modernization will be reduced by at least 15% and operating expenses - by 30 %.
