Power Unit 4 is commissioned into operation at the Khabarovskaya CHPP-3

Moscow, 18 December 2006. Today, an official ceremony was held to commission the fourth power unit at the Khabarovskaya CHPP-3 in Khabarovsk. The ceremony was attended by Victor Ishayev, Khabarovsk Kray Governor; Anatoly Chubais, Management Board Chairman of RAO "UES of Russia"; Alexander Chikunov, member of the Management Board and Managing Director of Business Unit No. 1, RAO "UES of Russia"; Valery Levit , Executive Director of OAO "Khabarovskenergo" and Director General of OAO "Far East Generation Company" ("FEGC").

The new power unit of the Khabarovskaya CHPP-3 has a capacity of 180 MW of electricity and 260 Gcal/h of heat. The plant's total installed capacity has now reached 720 MW, which makes it the largest cogeneration plant in Russia's Far East.

The project to construct the power unit was started in 1996, but was suspended in 1998 due to the lack of financing. The project was resumed in 2003. The project was financed from own resources of OAO "Khabarovskenergo" and borrowed capital, with the total amount of finance exceeding RUB1.7 billion.

The new power unit will help eliminate the heat shortage in the city of Khabarovsk during winter peak load periods and bring district heating to the city's residential areas which currently receive heat from small and inefficient boiler houses. Also, the power unit will partially replace the obsolete facilities at the Khabarovskaya CHPP-1, whose depreciation is nearly 80 percent.


* The first power unit of 180 MW was commissioned at the Khabarovskaya CHPP-3 in 1985. The city's third power plant was designed to address the heat and electricity shortages experienced by consumers in Khabarovsk, which were especially acute in the 1970s-1980s and hindered the region's economic and social development. The plant's second power unit was brought on line in 1987. In 1989, the commissioning of generation unit 3 brought phase 1 of the project to completion, with the plant's installed capacity reaching 540 MW.
