In July 2006 a session of the jury was held to determine the winner of the open competition among communication operators for arranging high-speed Internet access channels at branches of the Federal State Unitary Enterprise (FGUP) Postal communications of Russia (minutes of the meeting of 03.07.2006). The jury included managers, specialists in the field of informatization, economists and technical specialists of UFPS (Federal Mail Department) of Novgorod Oblast.

In accordance with the conditions of the competition, the participants had to present licenses and other documents confirming their rights to engage in the communication activities, as well as a list of projects implemented for the recent 5 years in the field of creating communication channels and providing Internet access services, stating customers' references.  Besides, the availability of highly skilled personnel having certificates in the field of work on the subject of the competition was taken into account. 

The main condition for participation was to present a commercial offer that would meet the needs of a customer to the maximum possible extent, stating the price of equipment and materials, a cost-estimate of installation and start-up, a schedule of equipment delivery and channels construction work, as well as warranties.

According to the jury, JSC North-West Telecom got the best scores for 10 criteria out of the 14 and was recognized the winner of the competition with the total score of 60.

A priority area of JSC North-West Telecom's strategy is the development of promising services on the basis of new technologies, including Internet access services. At the moment, North-West Telecom can provide access to Internet in all districts of Novgorod Oblast using both dial-up and dedicated access.

The victory in the competition is the result of the company's work aimed at improving the technical facilities, introducing new technologies, improving the quality of work with clients and raising the servicing level.
