New phase in providing safe navigation of PRISCO vessels.

Due to the fact that terrorists and pirates attacks of the vessels have become more frequent in recent years as well as increase of potential threats for navigation, shipping companies have to take additional measures to provide safety. Safety and Quality Department of Primorsk Shipping Corporation has started working out documentation and preparing officers in Security of the company and officers of labour protection in compliance with the International Ship and Port Facilities Security Code, which is included into International Safety of Life at Sea Convention (SOLAS 74). Labour protection officers will provide readiness of the company, vessels and crews to counteraction and struggle against terrorism and piracy at sea and ports. Since 01 July 2004, the certification in ISPS Code will become compulsory for all vessels, that means that every transport means should have a corresponding certificate, documentation and compulsory additional equipment, the crew should be educated and trained. The specialization as the labour protection officer can be obtained by chief officers but only in case if they are educated in the training centres accredited for these purposes. Up till now there are three centres in Russia, which have already received the right to train such specialists on the basis of the marine academies – in Novorossiisk, St. Petersburg and Vladivostok. Recently three captains of Primorsk Shipping Corporation –Alexander Loboda, Konstantin Lystsev and Vladimir Pesterev- have been trained on the courses “Security of marine transport” in St. Petersburg organized by the State navy service together with the Makarov Academy with attraction of the instructors from “International Maritime Security” (IMS) from the UK. Having finished the education, the sailors of PRISCO got the certificates, which prove that they are the Company Security Officers and have the right to perform their duties as officials in guarding the shipping company. As soon as the Corporation obtains the license they can become instructors of the educational – training centre of PRISCO in questions of security of the vessels. In future it will give the opportunity to prepare education of Security Officers for the Corporation and outside shipping companies. Meanwhile, the company is getting ready to the certification in security of the vessels, internal inspections and audit for the compliance to the new requirements. Mr. Vitaliy G. Raspopov, Director of Safety and Quality Department, believes that new conventional requirements in security of the vessels and measures of their provision are able not only to improve safety of tankers and crews in such a difficult sector as oil transportation but also will let PRISCO work successfully on the international market ever after.
