Rosneft President, Chairman of the Management Board Igor Sechin and Minister of Transport of the Russian Federation Maksim Sokolov signed an Agreement of Cooperation. The parties agreed upon cooperation in fields relating to the search and rescue of people in distress, prevention and control of possible emergency situations, including oil and oil products spillage within the territorial sea and at the continental shelf of the Russian Federation in the Arctic.
The parties intend to cooperate under terms of the agreement regarding:
creation of appropriate transport infrastructure, providing secure transportation of hydrocarbons and mitigation of risks of abnormal and emergency situations,
mitigation of consequences of pollution of the Arctic marine environment,
emergency prevention and control during search and rescue of people in distress, and prevention of oil and oil products spillage within the territorial sea and at the continental shelf of the Russian Federation in the Arctic, also by means of comprehensive emergency training exercises of designated forces and facilities,
coordination of programs aimed at safety control of territories and population during prospecting, exploration, production, transportation, and refining of hydrocarbons and related cargo-handling operations in the Russian part of the Arctic.
The agreement is intended to provide conditions necessary for secure exploration and development of oil and gas fields within the territorial sea and at the continental shelf of the Russian Federation in the Arctic, and to ensure careful exploration of mineral resources of the Arctic.

Cooperation of «Rosneft» and the Ministry of Transport has a long history. The results of this cooperation include increase of oil transfer, which passes Russian ports, and development of transport infrastructure, as well as provision of high-quality jet fuel to Russian civil air-crafts (optimization of jet fuel preparation process and its sale from Rosneft oil refineries subject to ‘in the wing’ supply), development of service area facilities, modernization of sea oil transportation security system, initially in the region of environmental protection, efficiency and safety improvement of icebreaker support for export of the raw materials from the Arctic regions of Russia.
