In 2003 the number of Muscovites using day-night rates considerably increased

In 2003, the number of customers who decided to pay for electricity at different day-night rates considerably increased. This is confirmed by growing number of meters, which have been installed to count electricity at different day and night rates. Last year, 291 customers switched to the differentiated payment. In ten months of 2003, 506 customers decided to pay at different rates.

These figures do not include the number of Moscow families, which use a two-rate system after moving to newly-built apartments. New houses have day-night meters by default. In addition, more and more citizens ask AO MOSENERGO to install the new-type meters.

Since March 2002, AO MOSENERGO has been implementing a program to improve the quality of its customer service. The priority task is to install upgraded electricity meters, which register consumption at different day and night rates. In the daytime consumers pay at a standard rate, while at night (from 23:00 to 7:00) the rates are lower. When using dual-rate meters the population pays for electricity at night four times less (19 kopecks/kWt-h for apartments with electric stoves and 26 kopecks/kWt-h for apartments with gas stoves). Today, more than 250,000 customers pay for electricity at dual rates.

In order to use the dual-rate system, a customer has to send an application form to the local Energosbyt branch and the Company will in shortest terms install the meter. The dual-rate meters offer advantages to consumers who use power-consuming appliances, which could be used at night. Industrial consumers also benefit from differentiated tariffs, which give them an opportunity to balance the power consumption depending on the time of the day and thus reduce their expenditures.

The switch to the differentiated payment benefits not only consumers, but the Moscow power system, too. Night consumption is usually lower and AO MOSENERGO has to unload its power stations. This negatively affects the operation and the technical condition of the equipment. Growing night consumption would help to smooth the load and reduce operational costs.
