A Gazprom delegation chaired by Valery Golubev, Deputy Chairman of the Gazprom Management Committee paid a visit to the Evenk Municipal District in the Krasnoyarsk Krai.
The Gazprom delegation conducted a presentation on operating issues and prospects for Gazprom and its subsidiaries in the Evenk Municipal District.
Within the presentation opening, Valery Golubev underscored that Gazprom and its subsidiaries Krasnoyarskgazdobycha and Krasnoyarskgazprom hold seven licenses in Evenkia out of ten geological survey and hydrocarbon exploration & production licenses owned by the Group in the Krasnoyarsk Krai.
The participants specified that geological survey in Evenkia is operated as scheduled and license requirements are totally fulfilled. Krasnoyarskgazdobycha providing most of the Gazprom Group’s operating activities for gas facilities, plans to increase investment volume for geological survey from RUR 4 bln in 2007 to RUR 6-7 bln annually within 2010-2020.
A basic principle of Gazprom’s operating activity in the Krasnoyarsk Krai (taking into account the regional multi-component gas formula) is to develop the refining and gas chemicals industry for high value added product purposes. Therefore, in the long run, the Company plans to set up large oil & gas refining and gas chemical complex as well as underground helium storage near the Boguchany village. Predictably, gas for refining will be supplied also from the Omorinskoye and Sobinskoye fields.
Additionally, the Company plans to construct oil refinery at the Sobinskoye oil and gas condensate field aimed at satisfying oil and fuel & lubricants demand of Evenkia and the neighboring regions.
Due to the fact that oil and gas condensate fields are dominating as the main hydrocarbon fields in the Krasnoyarsk Krai, the meeting envisaged objective need to strengthen coordination of the all subsoil users operating in the region also taking into account the execution of the Eastern Siberia- Pacific Ocean oil pipeline project. Gazprom, appointed by the Russian Government as the Eastern Program operating coordinator, will provide efficient operating coordination for subsoil users through the Unified Gas Supply System of Russia development in the region.
Parallelly, Gazprom will provide systematic work for the regional gasification. In 2007 Gazprom and the regional Administration are planing to sign the Agreement for gasification and develop the General Scheme for gas supply and gasification in the Krasnoyarsk Krai. Additionally, Gazprom advised also to use associated petroleum gas aimed at the Krasnoyarsk Krai gas supply. The gasification program will take into account balance specification of boiler and furnace fuels in the region with the dominating role of coal.
“The economic efficiency increase for regional field exploration (different companies hold the regional field exploration licenses) could be achieved by the synchronized development and connection to transmission facilities with account of field placing, exploration characteristics, methods and technologies. Gazprom’s operating activity in the region and in the Evenk Municipal District will make significant contribution to the Lower Angara Region program implemented by the Krasnoyarsk Krai authorities,” summed up Valery Golubev.
Within the visit to Evenkia, Valery Golubev met with Yaroslav Malashiya, Governor of the Evenk Municipal District Administration. The parties examined the progress with cooperation in the gas sector and stressed that the Gazprom’s operations increase in Evenkia will give a new impulse towards the District development.
