On September 30, AO MOSENERGO will suspend the power supply to the State Scientific Center for Applied Microbiology (SSCAM)

The SSCAM has not paid for consumed power since September 1998. The SSCAM's debt amounts to 51.5 mln rubles. Citing the lack of money, the SCAM's management finds resources to fund the main activities. In addition, a number of companies continues to carry out their production activities in the premises of the Institutes, consuming around 20% of the power supplied to the SSCAM. These companies include OOO Vizma, AOTD Biosnab, ZAO Natsionalnaya Biotekhnologiya, ZAO Kompaniya Avitsenna, AOZT Nokk-Palm, AO Partner, NPF Diavak, ZAO Firma Remes, OOO Bionom, ZAO Mirra-M, TOO Gritvakk, ZAO Vifiteks, OOO Akmalko, ZAO FP Obolenskoye, OOO Astromar, OOO Metalloplast, OOO Biofarma, NPS Askont.

 

According to the power supply agreement between the SSCAM and AO MOSENERGO, the power supply to the customer should be terminated in case the latter fails to pay for it. Having exhausted all other means to remedy the situation, AO MOSENERGO plans to discontinue the power supply to all sub-customers of the Institute until all debts are redeemed. The disconnection will be carried out by the inspector of the local sales division of AO MOSENERGO using the SSCAM's controls.

 

Earlier, AO MOSENERGO had to cut off the power from feeding lines leading to the SSCAM. As a result, the reliability of power supply decreased, but the power was still supplied to the SSCAM. Taking into account the need to maintain the constant temperatures, these disconnections were temporary. After several hours AO MOSENERGO usually resumed the power supply to the SSCAM in full.

 

Throughout the last year, AO MOSENERGO many times initiated talks with the SSCAM to resolve the debt problem. The court has satisfied all AO MOSENERGO's appeals filed in 2000, 2001, and 2002. However, the company failed to recover debts in accordance with court rulings. AO MOSENERGO's filings to the Moscow government, Prosecutor's Office and the Ministry of Health to assist in remedying the situation proved unsuccessful. As a result, AO MOSENERGO has been supplying free power to the SSCAM for four years.
